Richard K. (Dick) Evans died peacefully on October 31, 2017. He was born on September 10, 1949 in Loudon to Eugene and Flo Evans. His family moved to Kingston when he was three. Dick was an active member of the Kingston community for his whole life. He graduated from UT Law School in 1974, and set up his law practice. He was elected to the Kingston City Council (Youngest city council member in Tennessee) and served as Vice-Mayor under Mayor Jim Henry. He was an active member of Bethel Presbyterian Church, serving as Elder and Trustee. He also served on the Roane County Rescue Squad Board for years. He practiced law for 40 years and was involved in several class action lawsuits, resulting in clients winning education benefits. He said his goal was to get justice for the little guy against the big guys. He served on the Board of Legal Aid Society of Middle Tennessee and the Cumberlands for over 20 years. He also served on the board of CASA of the Ninth Judicial District. He regularly co-counseled on cases for special education. At one time he was the only lawyer in Kingston who would take bankruptcy cases, and he always made sure he helped his clients to learn how to organize their finances better. He was an advocate for clients disabled at work, helping them to go back to school to gain new skills.
He is survived by his wife Celia Simon, his daughters Amy Evans Rourke (Chris), Ellen Evans Kellogg (Matthew), step-son Simon Barrett (Kristen), and brother Bill Evans.
