Property and Personnel Committee

[The following charter was approved by Bethel's Session in the fall of 2001. The present duties may vary slightly from those that are shown. Bethel is currently undertaking a "visioning" process in order to better discern God's future for our congregation. At the culmination of that process, this charter will be revisited.] 

 

Purpose: To manage the property of the church and to serve as the staff personnel and compensation committee.
Duties: • Assure that Bethel has an adequate insurance program for the church by reviewing the coverage annually and making appropriate recommendations to Session

• Establish, recommend to Session, and implement policy pertaining to the use of the Church’s facilities for other than regular programs of the Church, including non-member weddings, requests for use by outside organizations, and member-requested use for other than Church-related functions

• Make an annual safety walk-through

• Supervise maintenance and repairs of buildings, grounds, and equipment

• Establish and maintain a Maintenance Log Book in which details of all maintenance and repair activities will be recorded

• Coordinate major renovations of church property

• Maintain a continuing projection of the needs of the Church regarding maintenance, facilities, and equipment and report at least annually, with recommendations to the Session

• Approve equipment and computer software purchases in excess of $100.00 that are requested by other committees and staff

• Maintain a file of warranty information and serial numbers, if applicable, for purchases in excess of $100

• Lead Bethel church in practices of energy conservation

• Oversee the committee’s expenditures against budget and Special Funds expenditures

• Serve as personnel and compensation committee for the entire staff, in consultation with the pastor and the committees with whom the staff works

• Develop and recommend personnel policies and procedures relating to job descriptions, hiring/ terminations, evaluations, grievances, benefits, etc. to the Session and administer those adopted by the Session

• Create and maintain a Personnel Policies and Procedures Manual, to be reviewed annually, based on policies and procedures that the Session adopts

• Conduct, annually, a performance review for all staff as established by the Personnel Policies and Procedures Manual and in consultation with the pastor and the committees with whom the staff works, to be reported to the Session with appropriate recommendations concerning salary, benefits, and other concerns relating to staff personnel

• Interview and recommend for employment all members of the Church staff except for those delegated by the Session to a search committee (e.g., Pastor Search Committee.)
